Guam was scheduled to receive a huge influx of military personnel and families in 2011, and the Council for Community & Economic Research (C2ER) and the Center for Regional Economic Competitiveness (CREC) prepared a briefing paper with case studies of other base communities that have accommodated large influxes of people to provide ideas about strategies that Guam leaders might use in their planning process.

The PBDC was founded in 1980 as a regional organization that promotes the economic and social development of the Pacific region, and conducts research and implements projects that focus on these areas. Current priorities of the PBDC include homeland security strategic preparedness, regional rapid response, and meeting future insular needs.
