The New York State Tax Incentive Project was an initiative to better understand the state’s business offerings, their effectiveness, and how they compared to other states’ programs. The initiative selected 26 incentives programs that it wanted to focus its research efforts on. CREC was subcontracted to handle the third part of the request, focusing on collecting benchmarking data on comparable programs. The deliverable for this project was a report that outlines the names, states, and impact of these comparable programs.
