State Data Sharing Initiative
Unemployment insurance (UI) and corporate tax filings data offer a powerful resource for policy making and program evaluation. By analyzing these confidential data, policymakers gain valuable insights about the effects of public investments on employment, wages, and business growth that could be used to improve government services and ensure that taxpayer dollars are directed to the most effective programs. CREC is gathering information about state laws and regulations that govern business revenue and UI data disclosure to determine best practices for maintaining the safety of data as well as best practices for expanding access to confidential data for qualified researchers and policymakers. CREC will create a state-to-state comparison of data-sharing laws and regulations; prepare reports on expert insights and lessons learned; conduct educational webinars and presentations on project-related research findings; and develop language for model laws, regulations, and data-sharing agreements. We will also provide assistance to five states seeking to reform their data governance and sharing policies based on best practices from other states.
