Paul Liu joined CREC as a Senior Program Manager in March 2023. With more than 8 years of experience in regional economic development and finance, Mr. Liu has worked with state and regional clients throughout the country in strategic planning related to industry and workforce development. Prior to CREC, Mr. Liu was a senior research analyst at SRI International’s Center for Innovation Strategy and Policy, where he focused on designing place-based policies for underserved communities, helping regions assess and strengthen their innovation ecosystems and industry clusters, and developing comprehensive economic development strategies (CEDS) at both the state and county levels. He also has experience in using development finance tools to revitalize distressed and/or rural areas and in working with community stakeholders to address urban and regional development challenges. Prior to working in economic development, Mr. Liu was an investment banking analyst at KeyBanc Capital Markets, where he developed financial models and conducted due diligence for various mergers and acquisitions.

Mr. Liu holds a Master’s degree in City and Regional Planning from the University of North Carolina at Chapel Hill and Bachelor’s degrees in Economics and Philosophy from the University of Chicago.
