Phillip Groff currently serves as the Vice President for Information Technology and Business Solutions for the Center for Regional Economic Competitiveness (CREC).

As Vice President for Information Technology and Business Solutions, Mr. Groff focuses his attention on enabling access to data and improving workflow efficiencies and effectiveness.  Mr. Groff oversees the creation, design, maintenance, and management of all CREC and affiliate web properties.  One key focus for Mr. Groff is designing and enhancing systems to ensure that the organization’s web and database products are fully functional and meet industry standards.

Prior to joining CREC, Mr. Groff owned and operated a technology solutions company for over 20 years providing services to a variety of clients including CREC.  In this capacity, Mr. Groff led software and data projects through design, development, deployment and support.  Amongst these projects are several Data as a Service (DaaS) tools including: Cost of Living Index Calculator, COLI Adjusted Occupational Wage Comparison Tool, State Level Cost of Living Index, County Level Cost of Living Index, County Index for Median Household Income, and others.  Many of the applications referenced support API access to allow remote access and white labeling options for licensees.

Mr. Groff participated in the design and led development of the Regional Economic Data Toolkit – a tool allowing access to all C2ER data products, including the Cost of Living Index Calculator, the State Incentives Database, and the State Expenditures Database.  The Regional Economic Data Toolkit is accessible via multiple authentication options to support the diverse group of users accessing the toolkit.  Mr. Groff also participated in the design and led development of the Cost of Living Index Price Collector software, a web-based application that allows the data collectors to enter and submit their local data over the web and for C2ER staff to review a large number of data points in a timely manner.

Phillip Groff obtained a Bachelors in Management Information System from George Mason University.  Mr. Groff has practical and educational experience in systems management, software development, web application development, data management, authentication, security, and engineering leadership.
